Belonging and Diaspora: The Chinese and the Internet
The Internet has become a new global phenomenon, enlarging new democratic discourse and has helped to foster new empowerment and learning experiences. It has also been argued that the Internet can be used for social and political mobilisation. In the case of ethnic groups, the Internet can be used to create new communities or to re-create past knowledges, enabling the maintenance and cultural reproduction of 'old' communities. In the case of the Chinese community, it has been pointed out that the Internet while has been useful in creating a Chinese presence, it nonetheless privileges essentialism and communal hegemony. This has been specifically the point made by some cultural theorists. In their study of the Chinese and Chinese-ness, cultural studies theorists have criticised the hegemonic formation implicit in discussions of the Chinese. They point out that the search by diasporic Chinese for an authentic Chinese meaning is inherently flawed and futile. In deconstructing the notion of Chinese and Chinese-ness, they argue that identities are contingent, often multiple and evolving. This paper takes seriously this criticism proffered by cultural theorists. It seeks to examine and locate their claims in the context of the relationship between diasporic politics, communalism and the Internet. The paper starts with a brief overview of the Chinese diaspora; it next examines the relationship between the new information and communication technologies and the Chinese diaspora. It will also look at how this new technology is shaping and changing the way Chinese diasporic lives are experienced. In so doing, it examines the claims advanced by cultural theorists, in particular their analysis of identity and its relationship with diasporic politics and essentialism.

The fundamental challenge for computational media is to contribute to the invention and design of cultures in which humans can express themselves and engage in personally meaningful activities. Cultures are substantially defined by their media and tools for thinking, working, learning, and collaborating. New media change (1) the structure and contents of our interests; (2) the nature of our cognitive and collaborative tools; and, (3) the social environment in which thoughts originate and evolve, and mindsets develop.

This paper reports findings from an exploratory study about how students majoring in humanities and social sciences use the Internet and library resources for research. Using student discussion groups, content analysis, and a student survey, our results suggest students may not be as reliant on public Internet sites as previous research has reported. Instead, students in our study used a hybrid approach for conducting course-related research. A majority of students leveraged both online and offline sources to overcome challenges with finding, selecting, and evaluating resources and gauging professors' expectations for quality research.

Beyond Markets and Firms: The Emergence of Open Source Networks 
Although hierarchies and markets (i.e., autonomy) have been subject to extensive study, heterarchies represent different modalities of organizing that have been little researched. Drawing on complexity theory and the main features of complex evolving systems (CES), this paper sets out to remedy this imbalance by showing that heterarchies feature highly decentralized and relatively stable interactions which are coordinated through an emergent process of parametric adaptation. Implications in terms of learning are discussed casting a new light on the delicate issue of motivation in Open Source software development.

Business Model Issues in the Development of Digital Cultural Content
This paper examines business model aspects of digitizing cultural content. It is based in large part on a Study conducted by the author and his colleagues for the Department of Canadian Heritage. Based on data collected from several cultural institutions regarding their efforts to digitize content, the study found that implications for the cost side have been significant, leading to explorations of facilities and content sharing programs, formalized budgeting, the need for better copyright expertise and improved mid to long term planning. On the revenue (funding) side, a clear need for more rigorous assessments of user demand emerged. In addition, the possibility of revisiting organizational mandates was identified, as well as various revenue-generating opportunities including sponsorship, user-fees and private/public sector partnerships.

Can Many Agents Answer Questions Better than One? 
The paper addresses the issue of how online natural language question answering, based on deep semantic analysis, may compete with currently popular keyword search, open domain information retrieval systems, covering a horizontal domain. We suggest the multiagent question answering approach, where each domain is represented by an agent which tries to answer questions taking into account its specific knowledge. The meta–agent controls the cooperation between question answering agents and chooses the most relevant answer(s). We argue that multiagent question answering is optimal in terms of access to business and financial knowledge, flexibility in query phrasing, and efficiency and usability of advice. The knowledge and advice encoded in the system are initially prepared by domain experts. We analyze the commercial application of multiagent question answering and the robustness of the meta–agent. The paper suggests that a multiagent architecture is optimal when a real world question answering domain combines a number of vertical ones to form a horizontal domain.

Clustering and Dependencies in Free/Open Source Software Development: Methodology and Tools 
This paper addresses the problem of measurement of non-monetary economic activity, specifically in the area of free/open source software [1] communities. It describes the problems associated with research on these communities in the absence of measurable monetary transactions, and suggests possible alternatives. A class of techniques using software source code as factual documentation of economic activity is described and a methodology for the extraction, interpretation and analysis of empirical data from software source code is detailed, with the outline of algorithms for identifying collaborative authorship and determining the identity of coherent economic actors in developer communities. Finally, conclusions are drawn from the application of these techniques to a base of software.

Consumers on the Web: Identification of Usage Patterns 
This article analyzes consumer behavior on the Web. The purpose is to research patterns that characterize consumer actions in this environment. The study employs Nielsen//NetRatings Internet panel data in Finland. The four-month data for 65 panelists suggest three interrelated Web usage patterns that are highlighted here. The text will outline how these conclusions were reached and present other observations.

A Copyright Cold War? The Polarized Rhetoric of the Peer-to-Peer Debates 
Participants in the United States’ ongoing debates over peer-to-peer transfers of potentially copyrighted files have regularly trafficked in the rhetoric of warfare. While it is easy to understand how copyright holders would view peer-to-peer file transfers as a kind of attack, the rhetorical turn toward the discourse of military conflict has radiated throughout the debate. Individuals from across the spectrum of opinions on peer-to-peer file transfers both accept and reproduce the positioning of this public policy debate as a life-or-death struggle. The weaknesses of this comparison are illustrated through reference to the history of the Cold War, often cited as a model for the post-Napster period. Further, the relative immaturity of the peer-to-peer debate is demonstrated through reference to rhetorical analysis techniques suggested by stasis theory. This article concludes by suggesting ways in which the currently stalemated debate might be revitalized by principled interventions from scholars and concerned citizens.

A Critical Analysis of Adoption and Utilization of the Internet in Thailand for Educational Purposes 
Although the use of the Internet in Thailand has a short history, it continues to develop at a rapid rate. This paper presents how the Thai government adopted the Internet into their educational systems by looking at the diffusion-of-innovation theory. Also, it will briefly describe the evolution as well as criticize the adoption of the Internet in Thai education with an emphasis on academic uses. Moreover, it will explain the benefits, obstacles, and future plans of Internet usage in Thailand for education.

The University of Tasmania decided to explore using a unified digital library for all its research output: journal articles, conference papers, higher degree theses, and other types. This decision is in advance of the state of the Australian national indexing systems. The digital library also uses OAI–PMH protocols for harvesting, which one of the national repositories does not as yet. The paper describes the context, reasons for the University’s decision, consequences and outcomes, and the development of software to talk to the Australian Digital Theses Program.

The emergence of e–journals brought a great change in scholarly communication and in the behavior of scholars. However, the importance of scholars’ behavior in the pricing of scientific journal has been largely ignored in the recent debate between libraries and publishers over site license practices and pricing schemes. Stanford’s survey results indicate that sharply increasing costs are the main reason for individual subscription cancellation, driving users to rely on library or other institutional subscriptions. Libraries continue to be a vital information provider in the electronic era and their bargaining power in the market and the importance of roles in scholarly communication will be increased by branding and a strong relationship with users. Publishers’ strategy for thriving in the electronic era is not to lose personal subscribers. Cooperation among the three sectors — scholars, libraries, and publishers — promises optimal results for each sector more than ever.

Evaluation of Digital Libraries Using Snowball Sampling 
This article describes how snowball sampling was applied in two different cases to evaluate digital collections. The first digital library was evaluated by conducting in–person interviews with survey participants. For the second digital library, an e–mail survey was mailed to site users. The results are compared and a cost–benefit analysis is provided. The author concludes that the convenience of an e–mail survey is not necessarily the most effective way to survey users.

A Gendered World: Students and Instructional Technologies 
Gender has become a significant issue in the various discussions related to the use of computers and instructional technologies (IT) in higher education. Are gender differences relevant in the students' learning process and their use of technological components in their courses? Is gender significant in determining the use of IT by students in colleges and universities? Does the study of how gender influences students' use of software and presentation formats, throw light on other general behavioural aspects of academic computer-users? This study uses surveys, both direct and online, of students in universities and colleges to explore whether gender is a critical variable in understanding what is labelled as user-friendly computer instruction and learning, Internet searches, and presentation software tools. It also seeks to explore whether and if so why, women students, as distinct from the men, do or do not embrace IT in their learning endeavors or use the new technological tools in handling their courses.

Information Politics: The Story of an Emerging Metadata Standard 
This is the story of how one commercial metadata standard — XBRL, or Extensible Business Reporting Language — has attracted the participation and support of some of the world’s most powerful public and private organizations. It begins with a look at the nature and use of financial information in today's Internet-enabled environment and discusses three information use patterns: Transaction, retrieval, and reporting. While numerous, sometimes competing standards have been developed for transaction information, XBRL alone has emerged to address reporting formats. Today, the XBRL specification has wide support across the accounting, financial, and regulatory communities. This has come about largely through the efforts of the standards’ governing board, which has pursued a strategy of careful definition of market scope, deliberate courtship of important allies, and establishment of a culture of aggressive outreach for members. The results are impressive. Members of the organization are now positioned to take greatest advantage of a number of new entrepreneurial opportunities that have been created by the organization. Additionally, some participants are now representing the XBRL metadata standard as a key tool for the restoration of public confidence in the scandal-rocked accounting and investment industries. This may create a serious problem for researchers and investors as unaudited financial statements formatted in XBRL proliferate on the Web sites of corporations anxious to demonstrate a commitment to what some are calling 'the new transparency.'

Information Process Patents in the U.S. and Europe: Policy Avoidance and Policy Divergence 
Patents on software and business methods appear to have a pivotal position in today's economy, yet they have remained a policy backwater in which scope of patentable subject matter has expanded without legislative input. This is changing as Europe struggles with patent reform. A push by the European Commission to validate and promote software patents has been opposed by many companies and professionals, and especially the open source community. In this process, it has become clear that Europe opposes the broad non-technical patents on business methods that are now available in the U.S., signaling a major rift in international standards of patentability.

Information Seeking on the Web: An Integrated Model of Browsing and Searching 
This paper presents findings from a study of how knowledge workers use the Web to seek external information as part of their daily work. Thirty-four users from seven companies took part in the study. Participants were mainly IT specialists, managers, and research/marketing/consulting staff working in organizations that included a large utility company, a major bank, and a consulting firm. Participants answered a detailed questionnaire and were interviewed individually in order to understand their information needs and information seeking preferences. A custom-developed WebTracker software application was installed on each of their work place PCs, and participants' Web-use activities were then recorded continuously during two-week periods.

This paper contributes to the literature on Open Source (OS) software by providing empirical evidence on the incentives of firms that engage in OS activities. Data collected by a survey conducted on 146 Italian companies supplying OS solutions (Open Source firms) show that (surprisingly) intrinsic, community–based incentives do play a role but are not, in general, put into practise. We investigate this discrepancy between attitudes and behaviours and single out groups of firms adopting more consistent behaviours. Our results are in line with the literature on business models of the firms that enter the Open Source field.

Issues in Sustainability: Creating Value for Online Users 
Based on a talk given at the 2003 IMLS Web-Wise Conference, this paper addresses two issues related to the long-term sustainability of collections that museums, libraries, and other heritage institutions put online. The first is that of building collections and services that are core to the mission of the institution and that are likely to win support among its users. The second is the planning process of building those collections and services. In the latter case, Smith describes an IMLS-funded project that the Council on Library and Information Resources has undertaken to assess the business planning processes used by museums and libraries and offer models to follow.

It's Not What You Know, It's Who You Know: Work in the Information Age 
We discuss our ethnographic research on personal social networks in the workplace, arguing that traditional institutional resources are being replaced by resources that workers mine from their own networks. Social networks are key sources of labor and information in a rapidly transforming economy characterized by less institutional stability and fewer reliable corporate resources. The personal social network is fast becoming the only sensible alternative to the traditional 'org chart' for many everyday transactions in today's economy.

The productivity of information workers is jeopardized by too much e–mail. A proposed solution to e–mail overload is the creation of an economy that uses a scarce synthetic currency that senders can use to signal the importance of information and receivers can use to prioritize messages. A test of the virtual economy with corporate information workers showed that people in a large company used different amounts of the currency when sending e–mail messages, and that the amount of currency attached to messages produced statistically significant differences in how quickly receivers opened the messages. An analysis of the network of virtual currency trades between workers showed the different roles that participants played in the communication network, and showed that relationships defined by currency exchanges uncovered social networks that are not apparent in analyses that only examine the frequency, as opposed to the value of interactions.

The CDP’s Heritage West database represents not only the primary product of the organization, but also one of the oldest continuously operating collaborative repositories of cultural heritage metadata in the country. As a basis for the author’s forthcoming quantitative and qualitative analysis of Dublin Core metadata in Heritage West, the following article offers a history of how the CDP has, over time, organized and managed the metadata provision for its digitization projects.

On Author's Rights in Cyberspace: Are New International Rules Needed?
How will the availability of information over the Internet affect authors and their readers and publishers? Decisions over access to electronic information are being made on national and international levels with little regard for new technologies and their impact on new markets. New regulations may indeed only restrict access to information and impede the application of new technologies by authors and their audiences. Additionally, these legal solutions may only retard the development of more appropriate models for cyberspace.
