Commonwealth Scholarship Commission encourages mid-career professionals to update their knowledge in sectors regarded as making an important contribution to the development of Commonwealth countries. The programs are very intensive and challenging, and demand very hard work to complete successfully the varieties of activities within the time limit. This paper describes the program and activities of a Commonwealth Professional Fellowship (CPF) in the United Kingdom in education and technology and its contribution towards sustainable professional development undertaken between 1 November and 31 January 2006.

A Cross-Cultural Comparison of the Use of Graphics in Scientific and Technical Communication   (peer-reviewed)   (members only)

Communication styles vary across cultures. To investigate cultural differences in visual communication, graphics from Chinese popular science magazines and instruction manuals were compared with their counterparts from American sources. The results show that the Chinese visuals provide more contextual information to the readers when presenting new scientific concepts. The Chinese instruction manuals contain graphics with extensive technical data, which are not a typical feature in American manuals. The American visuals, on the other hand, are more closely integrated with corresponding verbal explanations. The emphasis of American manuals is on problem solving, that is, performing tasks. Cultural factors that may account for the differences are also discussed.

Designing Bilingual Web Sites   (PDF)

My paper discusses the specific challenges associated with designing a Chinese-English Web site in Taiwan for both local and English-speaking audiences abroad. My paper seeks to answer this umbrella question: How can we integrate the Chinese and English portions of the site into a single, consistent presentation? Using an example of a Taiwan-based company, I explore how technical communicators working on this bilingual Web site project (1) developed content in English that is suitable both for native English speakers around the world; (2) reconciled different audience responses to visual communication strategies; (3) tackled the technological challenge of a bilingual Web site; and (4) addressed the cultural and political challenges of developing a Web site for diverse audiences.

Designing for Overseas Chinese Readers: Some Guidelines

With its economy strong and its telecommunication infrastructure being improved rapidly in recent years, China has seen its Internet users rocketing to 22 million users today from about one million in 1997. A more web-savvy population also prompts government agencies and companies to embrace the Internet. The 'Government On-line' initiative launched in 1998 requires that the percentage of government agencies, either local or national, that establish websites should reach 80% by the end of 2000. Although it is doubtful that the goal has been attained, the country is definitely moving in that direction. At the same time, Chinese companies are rushing to get web sites built in order to promote their products and services.

Designing Written Business Communication Along the Shifting Cultural Continuum: The New Face of Mexico   (peer-reviewed)   (members only)

The increasing significance of NAFTA (the North American Free Trade Agreement) to the economy of the United States makes understanding Mexico important. Because the histories and cultures of the US and Mexico differ significantly, the written communication of each country also differs. Rhetorical strategies for written business communication in Mexico reflect the country's bloody, cyclical history and its resulting culture characterized by collectivism, high power distances, fatalism, and emphasis on building trust and relationships. Despite Mexico's economic problems, it is a country in transition. Because of the increasing presence of US business entities in Mexico, communication protocols are changing, as US technology and ways of doing business infuse the traditional Mexican culture. Understanding how to communicate effectively in Mexico requires an understanding of the country's history and culture as well as the changes occurring there. In addition to having a basic grasp of Mexico's history and culture, both old and new, US writers must know where any Mexican company is situated along this changing cultural continuum and how the continuum shapes the design of written business communication.

Development of an English for Specific Purposes

The University of Aizu Technical Writing course was established to help computer science majors develop writing skills needed for their academic and future career activities. The course was first organized and presented for the 1994 school year and has been undergoing continued evaluation and alteration. During the first two years, the course was presented in the two sophomore terms using courseware project team developed lesson plans and handouts. In the first year, these lesson plans and handouts were supplemented with a technical writing textbook and handbook. By the third year, a draft of the University of Aizu's Technical Writing 1 Handbook served as the text material for the first term of the course. However, the second term of the course was moved to the senior year to provide students needed guidance and assistance in the planning and writing of their graduation research reports. The finalized version of the University of Aizu's Technical Writing 1 Handbook will be published prior to the 1997 school year, and a Technical Writing 2 Handbook which will be designed around the university's research report format and requirements is planned for the 1998 school year.
